Transformation of CAN-CEE to CAN-EEE

 

Background

In Bali it was recognized that CAN-CEE in current state does not fit to the new realities. Largest part of CEE countries is in EU and their NGOs have one range of specific problems, which actually close to tasks and problems of CAN-Europe. Other part, in particular, Ukraine and Russia has another range of problems.

Another crucial gap is absence of new NGOs from Commonwealth of Independent States (CIS) countries in CAN. There are such NGOs in Belarus, Kazakhstan, Kyrgyzstan, Armenia, possibly also in Moldova, Tajikistan, and other countries, but they have no glue on CAN and can be out of NGO society in Poznan and also in Copenhagen. We already had such pity experience in Bali, while in next UNFCCC conferences in Europe we will see many times more NGOs non-involved in CAN. Language barrier looks as a serious problem caused poor awareness in CAN matter and deals.

The task is to transform CAN-CEE to involve these newcomers and build them in CAN movement to achieve best result in Copenhagen.

 

Decisions in Bali

CAN General Assembly in Bali did agree on transformation and entrust this work to Alexey Kokorin (akokorin@wwf.ru) as “kick start coordinator” suggesting that Irina Stavchuk (irina.stavchuk@necu.org.ua) will be actively involved and play role of deputy coordinator.

CAN-CEE web site should be hosted by the same administrator, but should have additional Russian language page (www.climnetcee.org)

Name of transformed CAN-CEE could be changes (e.g. CAN Eastern Europe and Eurasia" (CAN EEE), while currently old name can be used.

 

Nest steps:

  • Prepare in Russian papers on CAN (including rules for participation in CAN) and transformation of CAN-CEE, CAN position papers on key climate issues and Bali Roadmap toward Copenhagen-2009.
  • Collect list of peoples/NGOs from CIS and then quarterly update of the list) (January – March 2008).
  • Modification of WWF Russia project on public awareness/movement to focus project on CAN CEE transformation toward Copenhagen-2009.
  • Organize email dissemination group, allocate materials in Russian on web site.
  • Ask most active and progressive NGOs to apply to be CAN members, help in adequate knowledge, and facilitate process.
  • Establish working contact and inform relevant government officials of Central Asia countries (Heads of UNFCCC Delegations) on the matter, NGOs goals and tasks to avoid pressure from official structures.
  • Ask most active and progressive NGOs to apply to be CAN members, help in adequate knowledge, and facilitate process .
  • Joint work in UNFCCC Conferences, SBs Sessions, and Intersession Meetings.
  • Organize quarterly update of materials in Russian and list of dissemination.
  • Involvement of new CAN members in development of strategy and positions, joint public movement efforts.
